This phrase is a prime example of a cryptic expression that indicates insider understanding (“you know”) using parallelism. An approximate translation would be: “[do] you know what is [said here] about that”. It requires further inquiry. Then you see two stray diacritics that shouldn’t be part of the spelling. Another double phrase with those two diacritics is: ХуЙ воЙне [FuCK the wAR]. And the green ribbon, which you can see below, is also a sign of anti-war resistance.
