In Russian, the verb "sazhat'" has a wide array of possible meanings, including "to plant" and "to put someone in jail," hence the play on words: "plant the flowers and [put] the tyrants [in jail]". The sign stuck among the flowers should provide the name of the plant, but instead it is an opposition micro-slogan. Such "micro-placards" hint that a real rally—with people carrying the placards, not flowers—cannot be held, as rallies are currently banned in Russia.
